M&E Group Albania, after consolidation and functioning in Economic and Legal matters in the financial field, in March 2022 opened the new department of the “One Stop Office” for public and private services, coming to the aid of all citizens for various applications in online systems as well as issuing certificates according to the citizen’s request in real time.
In this context, it was our good intention that in addition to cooperation over the years with the business field, this cooperation would be further expanded with even closer cooperation with people for their needs towards public and private institutions.
With the presence of the citizen in our office, after signing the “Authorization for the use of personal data” form, our staff assists you in completing applications and issuing online certificates from the e-Albania system and not only, for various services of state directorates such as the State Cadastre Agency, Road Transport Directorate, Application for devices with ID Card and Passport from Aleat, General Directorate of Taxes, Social Insurance Institute, General Directorate of Civil Status (GDACS), State Police, etc.
The most used services (applications/certifications) by citizens in our office recently are: Certificate from the General Directorate of Civil Status, Passport renewal, Electricity bill, Confirmation of the active status of the vehicle, Verification of individual contribution payments, Application for issuance of property card copies, Application for issuance of property verification, Request for unauthorized construction legalization, Application for retirement, Pension measurement verification, Report of loss of various documents, Verification of payment of obligations, Health card, Penalty Certificate, Job application, Residence permit in Albania, Request for Albanian citizenship, etc.
We make applications and complete the full dossier for financing and grants applications from the Agency for Agricultural and Rural Development (AZHBR), Albanian Investment Development Agency (AIDA) as well as other institutions for financing and development.

We have two offices in this department that we carry out our activities, both offices are in the city of Shkodra, one is in the Parruce neighborhood (Street, Bulevardi Zogu I) and the second office is in the Rus neighborhood (Europa Street). The service hours are flexible, from Monday to Friday the offices are open from 08:00 to 20:00 and on Saturday from 08:00 to 14:00.
