16–23 Tetor 2026 | Raportimi: 16 tetor, ora 11:00 – 23 tetor, ora 11:00 (Europe/Tirane)
Programi buxhetor 2027–2029: Miratohet dokumenti i rishikuar

Key Economic Developments of the Week in Albania
16–23 October 2026 | Reporting window: 16 October 11:00 – 23 October 11:00 (Europe/Tirane)
The week of 16–23 October brought significant developments in business registration, financial reporting and concession transparency. The Government approved measures to digitalise National Business Centre procedures and submitted further legislative amendments, while new trade data showed stronger exports but continued weakness in garment and footwear manufacturing. Vocational training support, medium-term budgeting and banking-service continuity also featured in the week's agenda.
Business registry: New rules for financial statements and digital filings
On 21 October, the Government amended procedures for registration and publication at the National Business Centre (NBC). Companies legally required to report will file annual financial statements and supporting documents electronically, with relevant data transmitted automatically to the tax administration. The decision also provides for GPS-linked business addresses, free electronic registry extracts and cross-border branch information exchange. Key provisions on financial filings, addresses and extracts are scheduled for 1 January 2027, subject to technical readiness; EU registry interconnection is linked to accession. The decision generally takes effect after Official Gazette publication.
Business registration and a National Economic Chamber: proposals, not enacted laws
On 21 October, the Council of Ministers submitted draft amendments to the laws governing the NBC and business registration. The proposals envisage standardised electronic incorporation documents, European Unique Identifiers (EUIDs) and closer alignment with EU business registries. They also envisage cooperation with a National Economic Chamber on the administration of economic activity classification codes (NVE). These provisions remain draft legislation requiring parliamentary consideration; several would also have conditional or deferred commencement dates.
Concessions and PPPs: A new electronic register approved
The Government approved rules on 21 October for a new Electronic Register of Concessions and Public-Private Partnerships. The register is designed to disclose contract values and duration, applicable tariffs, amendments, transfers, tender documentation and publishable portions of feasibility studies. Once in force, the decision replaces the 2016 registry rules. For investors and the public, the system could improve contract traceability, provided the published records are comprehensive and kept up to date.
Exports rise 14.8% in September, while garment manufacturing contracts
INSTAT figures released on 19 October show goods exports of ALL 31.2 billion in September, up 14.8% year on year. Imports reached ALL 78.6 billion (+4.8%), and the trade deficit was ALL 47.3 billion, down 0.9%. Export growth was driven substantially by minerals and fuels, while sector reporting shows a 16.2% decline in textiles and footwear. The divergence underlines that stronger headline exports do not necessarily mean improving competitiveness across all industries.
Vocational training: Attendance payments and transport subsidies
On 21 October, the Government adopted support rules for unemployed jobseekers from specified vulnerable groups. Participants in vocational courses may receive a payment equal to 50% of the national minimum hourly wage for each hour attended; those living more than 2 km from the training centre may also receive ALL 1,800 per month for transport. Support is limited to one course within 12 months and is conditional on attendance. The measure may help workforce skills, but is not a general subsidy for all employees or businesses.
Medium-term budget 2027–2029: Revised programme approved
On 21 October, the Council of Ministers approved the revised Medium-Term Budget Programme for 2027–2029. The document is part of the planning framework for future public spending and policy priorities, making it relevant to industries exposed to state investment and procurement. Approval of the programme does not constitute adoption of the annual State Budget Law. The decision enters into force following publication in the Official Gazette.
Banking services: Payment continuity confirmed after incidents
On 21 October, the Bank of Albania reported that incidents affecting some bank branches and ATMs had caused physical damage and temporary local service restrictions. The central bank stated that its operational systems, including payments and cash circulation, continued to function normally and that customer deposits remained secure. Businesses were advised to follow announcements from affected banks and use digital channels where appropriate. The episode highlights the importance of operational continuity planning.
